TrustLayer lists three plans, including a free Starter tier that covers up to 50 vendors and then costs $10 per additional vendor per month, but attaches no dollar figure to Pro or Complete. Evident lists real rates, $15 and $25 per vendor per year, but each tier carries a vendor count band that starts at 200, so the published rate does not apply to a smaller program. Both companies publish something. Neither publishes the same thing, which is why every comparison article you find hedges. Here is exactly where the gaps are.
The plans page is genuinely useful about scope: Starter is free up to 50 vendors, Pro and Complete both cover 0 to 1500+ vendors, and each tier lists its features. What it never says is what Pro or Complete costs. You learn the number after a demo.
The $15 and $25 per vendor rates are printed on the pricing page, which is rare in this category. Further down, the comparison grid attaches a third party count to each tier: 200 to 1,000 for Essential, 500 to 10,000 for Pro. If you track 40 vendors, the published rate is not a price you can buy.
Under 50 vendors TrustLayer is free and Evident's published bands have not started. Between 50 and 200, TrustLayer Starter charges $10 per additional vendor per month and Evident is still below its entry band. Only above roughly 200 vendors do both publish a rate you can compare.
Essential covers what is printed on the ACORD 25. Endorsement validation is listed under Advanced Insurance Verification, which is the Pro tier. That is a $10 per vendor per year difference for the single check that decides whether you are actually an additional insured.
Comparison posts written before the plans page existed say TrustLayer publishes nothing at all. That is no longer true: there is a plans page with a free tier and named vendor capacities. It still has no dollar amount, so treat any specific monthly figure you read elsewhere as somebody's estimate.
TrustLayer's Pro and Complete tiers and every Evident tier route through "Get started" or "Book a demo". If your buying process cannot absorb a sales cycle before you know the number, that is a practical constraint on both, and it is the specific gap self-serve COI software fills.
If price is the thing you are actually stuck on, the whole category is broken out in COI tracking software pricing, which lists what each platform charges and which ones publish it at all. If you want the field ranked rather than two vendors compared, start at best COI tracking software.

Starter is free up to 50 vendors and includes COI tracking, expiration and renewal management, messaging and collaboration, basic reporting, custom data, and AI document collection and classification. That is a real free product, not a trial, and for a small program it may be all you need.
Pro covers 0 to 1500+ vendors and adds BI reporting, white glove onboarding, AI Smart Requirements, W-9 document extraction, and integrations with Procore, CMiC and Vista Viewpoint. Complete adds unlimited users, real-time support, custom integrations, up to seven custom BI reports and a dedicated account manager.
Essential is $15 per vendor per year and Pro is $25 per vendor per year, both billed annually, with the page noting that the standard list rate is shown and volume based discounts are available. Enterprise is custom. Very few vendors in this category will put a number in public at all.
The line-by-line comparison grid lists third parties covered as 200 to 1,000 for Essential, 500 to 10,000 for Pro and 10k+ for Enterprise. Multiply the floor by the rate and Essential works out to roughly $3,000 a year as an effective entry point.
Its document processing is described as a near-instant AI first pass, a fast agent-assisted second pass extraction, and a professional document audit and quality control step. If your objection to AI COI reading is accuracy, that staffed second pass is a legitimate answer and worth crediting.
Enterprise adds contract risk assessment that drafts requirements from your contract language, permits and hold harmless verification, background checks, motor vehicle records and professional credential verification. Several of those are add-ons on Pro. It is a third-party risk platform that happens to include COI tracking.
If the job is certificates rather than a full third-party risk program, the closer matches are certificate of insurance management software for day to day tracking, certificate of insurance verification for checking coverage against your requirements, and vendor insurance compliance software for keeping a whole roster current. General contractors chasing subcontractor certificates should start at subcontractor COI tracking.

Under 50 and TrustLayer Starter is free, which is hard to argue with. Between 50 and about 200 you pay TrustLayer Starter $10 per additional vendor per month or get a quote for Pro, and sit below Evident's published band. Above 200 both are real options; Starter and Evident can be modeled on a spreadsheet, TrustLayer Pro and Complete cannot.

If your contracts require additional insured, waiver of subrogation or primary and noncontributory status, checkbox-level verification will not tell you whether the endorsement actually attaches. At Evident that is the Pro tier at $25 rather than Essential at $15. Price the check, not just the platform.
Evident's upper tiers do background checks, motor vehicle records, credential verification and contract risk assessment. If you need those, it is a genuinely broader platform. If you only need certificates, you are paying for a program you will not configure.
Take a scanned, multi-page certificate with an endorsement schedule attached, the kind that breaks tools, and run it through whatever you are evaluating. Accuracy on a clean ACORD 25 tells you nothing. Accuracy on the messy one tells you everything.

The free Starter tier really is free up to 50 vendors, and it includes expiration management, messaging and AI document collection. For a small property manager or a growing general contractor, that removes the budget conversation entirely. Above that ceiling, the argument for Pro is the construction integration set: Procore, CMiC and Vista Viewpoint are named on the plans page, and if subcontractor compliance already lives in one of those systems, that connection is worth more than a price comparison. Evident is the stronger choice when insurance is one of several things you verify. The Enterprise tier adds contract risk assessment that reads your contract and drafts the requirements for you, plus background checks, motor vehicle records and professional credential verification. The staffed second pass on document extraction is a real quality argument if you have been burned by automated reading. The awkward zone is 50 to 500 vendors with real endorsement requirements. TrustLayer's free tier has run out (Starter now costs $10 per additional vendor per month, up to $4,500 a month at 500), Evident's published band has barely started, and the Pro tier with the construction integrations runs through a sales cycle. COISoftware publishes $49 and $149 a month with no vendor count minimum, reads the endorsement schedule on every plan rather than as a tier upgrade, and lets you run your own certificate through it before you pay anything. TrustLayer is narrower and construction leaning, with named Procore, CMiC and Vista Viewpoint integrations and a free tier up to 50 vendors. Yes, on the Pro tier. Evident's feature grid puts endorsement validation under Advanced Insurance Verification, which is Pro at $25 per vendor per year. Essential at $15 covers what it calls the standard information typically found on ACORD 25 forms. So endorsement level checking costs about $10 per vendor per year more, which is the clearest public price in the category for that specific capability.
TrustLayer, in most cases, because of the integrations. Its Pro tier names Procore, CMiC and Vista Viewpoint, and subcontractor compliance for a general contractor usually already lives inside one of those. Evident is the better fit if you also need background checks, motor vehicle records or credential verification on the same suppliers.
Yes. The plans page lists Procore, CMiC and Vista Viewpoint integrations on the Pro tier, with custom integrations available on Complete. They are not included in the free Starter tier, so a general contractor who needs the Procore connection is buying Pro at minimum.
If the sticking point is that neither paid path shows you a price you can act on, COISoftware publishes $49 and $149 a month with no vendor count minimum and reads endorsement schedules on every plan. If you want live carrier data rather than documents, Certificial is the genuinely different model. If you want credentialed insurance staff reviewing every certificate for you, CertFocus full service and BCS full service are the two to compare.
It depends entirely on what the tool reads. A model that only parses the ACORD 25 face will miss whether the additional insured endorsement is actually attached, because that lives on a separate form. Evident addresses this with a staffed second pass on extraction. The practical test is to run your worst scanned multi-page certificate through any tool you are evaluating rather than a clean sample.
Both offer low friction submission. TrustLayer states there is no sign-in required for vendors and that brokers and project managers get access at no cost. Evident provides a branded vendor portal with secure third party access and says no additional accounts are required. In practice the friction difference between the two is small, and neither charges your vendors.
Evident answers this directly in its own pricing FAQ, saying it can get you up and running in a few weeks, with CSV bulk uploads or API connections for migrating existing vendors, and a phased option where you start with new vendors and bring existing ones over at renewal. TrustLayer offers white glove onboarding on Pro and above but does not publish a timeframe.
