You issue certificates to every client and collect them from supplier agencies and 1099 placements at the same time, and the contracts turn on two workers compensation endorsements that have no box on the ACORD 25. This page compares the platforms on exactly those points, marks every price a vendor does not publish, and shows where COISoftware fits. Upload a certificate above to see one read in seconds.
Prices were read from each vendor's own page or, for CertFocus, from its parent company's published pricing guide, linked in each row and re-checked in October 2026. "Not published" means we found no price, not that the product is expensive. A blank capability is not a claim the platform cannot do it, only that it publishes no claim.
Most COI software assumes one company, one vendor list and staggered renewals. A staffing agency breaks that model in four ways.
Every client contract requires you to furnish a certificate naming that client, and your supplier agencies and 1099 specialists owe you certificates in return. A tool that only models you as the certificate holder solves half the job and leaves the other half in a shared drive.
A general contractor tracks requirements per project. A staffing agency serving 300 client sites carries 300 requirement sets, each naming a different entity with its own limits and endorsement demands. That count is what quietly overwhelms a spreadsheet.
Vendor tracking is staggered across the year. Your policies renew on a single date, so every outbound client certificate needs reissuing in the same two weeks. Ask any vendor how its tool handles that crunch before you buy.
Staffing contracts ask for a workers compensation waiver of subrogation and often the alternate employer endorsement. Neither has a field on the ACORD 25, so a tool that only reads the checkboxes cannot tell you whether they are in place.
Clients commonly refuse to release payment until a compliant certificate is on file. With weekly payroll against 30 to 60 day client terms, a certificate gap is a cash flow event, not a filing problem.
The practical test is simple. Bring a real certificate from one of your supplier agencies, with the endorsement pages attached, and ask each platform to show you the form numbers it read, not a yes or no flag. Then ask how it tracks the certificates you issue outward. Most demos end there.
These are the checks that separate a useful platform from a document folder for an agency.
The NCCI Waiver of Our Right to Recover From Others stops your carrier from pursuing the client after paying a claim to your placed worker. It applies only where a written contract requires it, so the software should match it to the client agreement. Our waiver of subrogation endorsements reference covers the GL, auto and WC forms separately.
This form names a client as an alternate employer on your workers compensation policy, extending Part One benefits and Part Two employers liability to that client, limited to injuries to the workers you assigned there. It is close to unique to staffing and labor leasing.
A blanket waiver of subrogation on your general liability policy does not extend to workers compensation. They are separate policies with separate forms, and a procurement team reading your certificate will flag the missing WC waiver and pause you.
Each client names its own legal entity, subsidiaries and sometimes its own clients. Software should check the name on the endorsement against the contract, which is the most common defect checkbox review misses. See additional insured wording on a certificate of insurance.
Co-employment exposes agency and client to the same discrimination or harassment claim, so employment practices liability shows up in staffing contracts more than most. Clinical and allied health placements add professional liability with its own retroactive date.
Reminders to supplier agencies and 1099 contractors before their policies lapse, plus a clean list of every client certificate that needs reissuing when your own program renews.
COISoftware covers the inbound side well. It reads every ACORD 25 and the endorsement pages attached to it with AI, checks limits, additional insured status, waiver of subrogation and expiration against the requirement set you define for each client or supplier, and chases renewals by email. Supplier agencies and 1099 contractors upload through a link with no login or fee. It does not issue your outbound certificates, which your broker produces, so we suggest tracking the client requirement sets in COISoftware and confirming each outbound certificate against them. The agency-specific setup is on COI tracking for staffing agencies.
Four questions settle most shortlists in one demo each.
List the certificates you collect (supplier agencies, 1099 specialists, subcontracted placements) and the ones you issue to clients. Buy for the side that causes the most rework today.
Tip: For most agencies the inbound side is the one nobody owns.
Capture each client's named entity, limits and endorsement demands, including the WC waiver and alternate employer form, before you look at software. The platform should store them as reusable rules.
Tip: Group clients with identical terms into one rule to keep the count down.
Upload a scanned certificate from a tier-two agency with the endorsement pages attached and check what the software extracted against the paper, form number by form number.
Tip: Our demo reads ten documents free with no card.
Ask for the rate at your real supplier count, any annual minimum, setup fees and whether suppliers pay. Several platforms publish nothing, so the quote is the only number you will see.
Tip: At under 200 tracked parties, the minimum usually decides the bill.
The right platform depends on which side of the certificate hurts most.
High volume, many client sites, and contracts that almost always ask for the workers compensation waiver and often the alternate employer endorsement. Your pain is the number of requirement sets, so pick a tool that stores them as rules and reads the WC endorsement pages rather than the checkboxes.
Professional liability with retroactive dates, plus license and certification checks on the people you place. If credential verification matters as much as insurance, Evident's credential product is worth a look alongside a COI tool.
The exposure is the independent contractor whose coverage lapsed mid-engagement. You need a certificate before they start and a reminder before it expires, which is the core job of COI tracking software.
Your client holds you responsible for the supplier's coverage. Collect each supplier's certificate with the endorsement pages, check it against the end client's terms, and keep the history in one place for audit.
A free tier or a flat monthly plan beats any per-vendor model with a minimum. Compare the totals on the COI tracking software pricing page before you book a demo.
The best fit is the platform that reads workers compensation endorsements and stores a requirement set per client. For inbound supplier and 1099 certificates with a published price, COISoftware is built for that; Evident suits clinical staffing that also needs credential checks; TrustLayer's free tier suits very small agencies.
A staffing agency typically carries workers compensation and employers liability, general liability, commercial auto, an umbrella layer, employment practices liability, and professional liability where it places licensed or clinical workers. Client contracts then add additional insured status, a workers comp waiver of subrogation and often the alternate employer endorsement.
Yes, in both directions. Clients will not put a placed worker on site, and often will not pay an invoice, until a compliant certificate naming them is on file. And when you subcontract a placement or engage a 1099 specialist, you need their certificate before they start.
An alternate employer endorsement, NCCI form WC 00 03 01 A, adds a named client to a staffing agency's workers compensation policy as an alternate employer. It extends workers compensation benefits and employers liability to that client as if it were the named insured, limited to injuries to the workers the agency assigned there.
No. A waiver of subrogation on the general liability policy does not extend to workers compensation, which needs its own endorsement, usually WC 00 03 13. Procurement teams check for both separately, and a missing WC waiver is one of the most common reasons an agency is paused on a supplier list.
It depends more on the pricing model than on features. Flat monthly plans such as COISoftware at 49 or 149 dollars a month carry no minimum, which favors smaller agencies. Per-vendor plans with an annual minimum, such as CertFocus self-service, only become cheaper at several hundred tracked parties.
It works up to about 30 client relationships. Beyond that the requirement sets break it, because each client names a different entity with different limits and endorsements, and the reissue crunch at your own renewal date turns into a two-week fire drill. Software that stores the rules per client avoids both.
On COISoftware, no. Suppliers and 1099 contractors upload through a link with no account or fee. Some credentialing networks charge the supplier a membership instead, which is worth knowing before you ask a small supplier agency to join one.
Plans and prices of other vendors are quoted from their own public pages, checked in September 2026. Prices change, so confirm them at the source before you decide. Where a vendor publishes no price, we say so instead of guessing.
Our own prices are on the pricing page, and you can test COISoftware on your own certificate before you pay anything.
