The short answer: for a staffing agency, the right COI tracking platform is the one that works in both directions. You are issuing certificates to hundreds of client companies and collecting them from tier-two supplier agencies and 1099 contractors at the same time, and almost every product in this category was designed for only the second job. The second thing to test is whether it reads workers compensation endorsements. Staffing contracts turn on two specific NCCI forms, and neither one has a column on the ACORD 25.
Why staffing agencies break generic COI tracking
Most COI software assumes one shape: your company, a list of vendors, one set of insurance requirements, and staggered renewal dates. A staffing agency does not look like that in three ways that matter when you are picking a tool.
You sit on both sides of the certificate. Every client contract requires you to furnish a certificate naming that client as additional insured, and your MSP or VMS relationships mean you are also receiving certificates from the smaller agencies you subcontract to and from independent contractors you place directly. Your requirement sets scale with clients, not with vendors. A general contractor tracks requirements per project. A property manager tracks them per building. A mid-size staffing agency serving 300 client sites carries 300 distinct requirement sets, each naming a different entity, each with its own limits, and a meaningful share of them demanding endorsements the others do not. That cardinality is the thing that quietly overwhelms a spreadsheet.
Your certificates all come due on the same day. Vendor tracking is a staggered problem: 400 vendors renew across 12 months, so the workload spreads out. Your own policies renew on one date, which means every client certificate you have ever issued needs reissuing in the same two weeks. The two workers compensation endorsements staffing contracts ask for
General liability gets most of the attention in COI discussions, but a staffing agency's real exposure is its own W-2 employees working on someone else's premises under someone else's supervision. That pushes the argument onto the workers compensation policy, and two NCCI endorsements come up constantly.
WC 00 03 13, Waiver of Our Right to Recover From Others. This is the workers compensation waiver of subrogation. It stops your carrier from pursuing the client after paying a claim to your placed worker. The endorsement applies only to the extent the work is performed under a written contract that requires the waiver, so the contract has to exist first. Carriers commonly charge a minimum premium per waiver, which is why blanket versions are worth asking for if you sign a lot of client agreements.
WC 00 03 01 A, Alternate Employer Endorsement. This one is close to unique to staffing and labor leasing. It names the client as an alternate employer on your workers compensation policy, extending both Part One benefits and Part Two employers liability to the client as though the client were the named insured, but only for injuries to the workers you assigned there. Under the borrowed servant doctrine a client can be treated as a joint employer of your temp, and this endorsement is the mechanism that keeps that claim inside your policy instead of the client's.
Here is the trap that costs agencies contracts. A blanket waiver of subrogation on your general liability policy does not extend to workers compensation. What insurance does a staffing agency need?
A staffing agency typically carries workers compensation and employers liability, commercial general liability, commercial auto, an umbrella or excess layer, employment practices liability, and professional liability where it places licensed or clinical workers. Client contracts then add endorsement requirements on top: additional insured status on the general liability, a waiver of subrogation on workers compensation, and often the alternate employer endorsement. Employment practices liability shows up more often in staffing than in most industries because the co-employment relationship exposes both the agency and the client to discrimination and harassment claims from the same placed worker.
Do staffing agencies need a certificate of insurance?
Yes, in both directions. Clients will not let a placed worker on site, and in most cases will not release an invoice, until a compliant certificate naming them is on file. Agencies run weekly payroll against client payment terms of 30 to 60 days, so a certificate that blocks an invoice is a cash flow event rather than a filing problem, and the collections side of that gap is usually handled with automated invoice follow-up. Going the other way, if you subcontract a placement to another agency or engage a 1099 specialist, you need their certificate on file before they start, because their injured worker becomes your problem if their coverage lapsed.
What is an alternate employer endorsement?
An alternate employer endorsement, NCCI form WC 00 03 01 A, adds a named client to a staffing agency's workers compensation policy as an alternate employer. It extends Part One workers compensation benefits and Part Two employers liability to that client as if the client were the named insured, limited to injuries suffered by the workers the agency assigned there. It is a contractual risk transfer tool rather than a statutory requirement, so it appears only when a client asks for it and the agency's carrier issues it by schedule.

Can a staffing agency track certificates in a spreadsheet?
